The University recognizes the serious and substantial public health risk and productivity problems caused by smoking. In an effort to create a healthful, comfortable and productive environment for all students, faculty, staff and visitors, the University adopts this smoke-free policy. This policy applies to all students, faculty, staff and visitors at Stony Brook and all University buildings and facilities.
1. Smoking is prohibited in all indoor locations including but not limited to:
- classrooms, lecture halls, auditoriums and libraries;
- laboratories, shops, computer rooms and studios;
- offices, meeting rooms and lunch rooms;
- dining facilities, lounges and rest rooms;
- lobbies, foyers, and waiting rooms;
- hallways, stairwells and elevators;
- maintenance areas, mechanical and storage rooms;
- stadiums, gyms and physical activity centers;
- threaters and exhibit halls.
2. Smoking is prohibited in all enclosed areas including but not limited to:
- building entrances and covered walkways;
- loading docks and parking garages;
- courtyards and patios.
3. Smoking is prohibited in the following outdoor locations:
- at any outdoor event with seating;
- within 15' of any building entrance or ventilation system
(see exceptions in section 8).
4. Smoking is prohibited in all University vehicles including buses, vans, cars
and trucks.
5. Smoking is prohibited in University Residence Halls (see exceptions in
Section 8), as stipulated in items 1-3 of this policy and in all common areas
including:
- laundry rooms, cooking areas and bathrooms;
- recreation, study and lounge areas.
6. The sale of cigarettes and other tobacco products is prohibited
anywhere on University property.
7. Cigarette advertisements must not be publicly displayed at the
University.
8. Exceptions: Smoking will be permitted in the following areas
provided that all conditions are met.
A) Residence Hall bedrooms and suites, provided that all residents in that bedroom or suite approve in writing and the smoke does not migrate into any adjacent areas where it may be detected and deemed offensive by another person. The agreement must be filed with the RHD and may be cancelled if any resident complains about the smoke.
B) Long Island State Veterans Home (LISVH) Residents' Smoking Lounge.
C) Designated outdoor smoking shelters, such as those at University Hospital.
DEFINITIONS:
Smoke-Free: The establishment of an environment that is free of smoke
through the prohibition of smoking.
Smoking: The burning of a lighted cigar, cigarette, pipe or any other
tobacco product.
PROCEDURE:
1. The Physical Plant shall ensure that NO SMOKING signs are posted at all building entrances and at other strategic locations.
2. Building Managers shall report any problems or specific needs to the Physical Plant.
3. The Physical Plant shall provide receptacles for the extinguishing of tobacco products near building entrances.
4. Environmental Health and Safety, Student Health Services and the Employee Assistance Program shall provide information on smoking and offer smoking cessation programs to the campus community.
ENFORCEMENT:
1. It is the responsibility of all administrators, faculty, staff and students to enforce this smoking policy.
2. Department Heads, Chairs and Directors shall ensure that all personnel within their areas comply with all of the requirements.
3. Employees or students who repeatedly violate the requirements of this policy may be disciplined through the Office of Human Resouces or the Student Judiciary.
4. Any person who fails to comply with the requirements of this policy may be in violation of Article 13E of the New York State Public Health Law. Violations may be subject to the imposiiton of a civil fine in addition to University disciplinary action.
5. The Department of Environmental Health & Safety and the Department of Public Safety may be called upon to enforce the provisions of New York State Law.
