1. Notice to Empire Plan enrollees (state employees): Deadline to file major medical claims

Reminder: March 31, 2003 is the deadline to file your 2002 major medical claims with United Healthcare Service Corp. and Cigna/Express Scripts. For more information on filing claims you may refer to your New York State Health Insurance Program General Information/Empire Plan Certificate Book, visit the website www.cs.state.ny.us or call the Empire Plan at 1-877-7NYSHIP.

2. STATE Faculty and Professional Employees - New Dental Carrier for the UUP Benefit Trust Fund

UUP has announced that, effective June 1, 2003, CIGNA will replace Delta Dental as UUP's new dental carrier. Members who use a participating provider will save money because CIGNA has negotiated a better deal with participating providers. In addition, CIGNA provides an optional dental HMO program. UUP will be sending informational material directly to its members and plans on conducting presentations for its members during the second half of April. If you have any questions regarding the change at this time, you should call the UUP Benefit Trust Fund at 1-800-887-3863.

3. New York State LifeWorks Program Services Ending April 15, 2003

The Governor's Office of Employee Relations has informed us that the LifeWorks Program for STATE employees, which provided free services related to parenting and child care, elder care, education, mid-life, retirement, and personal budgeting issues, will be ending effective April 15, 2003. Employees who call the toll free number after April 15 will be informed that the services are no longer available and the LifeWorks web site will be blocked. Due to the serious budget constraints faced by the State, the funding necessary to continue this program is no longer available.

4. American Express Procurement Card Security

An urgent advisory has been issued by the Office of the University Controller in Albany regarding the security of the American Express Procurement Card.
In light of the wide spread use of the card to make purchases via the internet and telephone there has been an increase in fraudulent transactions. Please keep in mind that the name appearing on the card is the person responsible for all transactions made with the card. They are the only person authorized to make puchases and reconcile the account. Cards should be kept in a secure location and the account number should not be shared. 5. Long Term Care for Research Foundation Employees

We are pleased to announce that Group Long Term Care Insurance through CNA will be available to RF employees and their family members as an optional benefit. Open enrollment will take place during April with an effective date of June 1.

6. Special Paper Promotion Stock Up and Save on Select Copy Paper

The Procurement Office in conjunction with Staples has arranged a Special Promotion on select copy paper for the next two months. The following copy paper items will be temporarily reduced from February 3, 2003 to March 31, 2003 with a discount of $2.50 per carton or $.25 per ream. These courses focus on specific functions available in the program and is particularly useful for accountants and budget managers.

Please join us Monday, March 31, 2002 at 4:30 p.m. in the Staller Center for the Seventh Annual Swartz Foundation Mind/Brain Lecture: "The Synaptic Self: How Our Brains Become Who We Are" with Joseph E. LeDoux. LeDoux, Professor of Neural Science and Psychology and Director, Center for the Neuroscience of Fear and Anxiety, New York University, is a noted researcher in the field of brain science, having spent the past 20 years studying the neurobiology of emotion, working in the fear system of the brain. He was recently featured in the March issue of Discover magazine and a February issue of Newsweek. LeDoux also received his Ph.D. from Stony Brook University. 25. Materials Science Chairman's Distinguished Lecture Series, National Initiatives In Nanoscience & Technology: Challenges To Innovation In The USA

Duncan Moore, Professor of Optical and Biomedical Engineering and CEO of the Infotonics Technology Center at the University of Rochester, was Associate Director for Technology in The White House Office of Science and Technology Policy where he worked with Dr. Neal Lane, President Clinton's Science Advisor, to advise the President on U.S. technology policy, including the Next Generation Internet, Clean Car Initiative, and NASA.
Freedom to innovate is one of the important strengths of America. Innovation, including the current exciting efforts in nanotechnology, is encouraged by financial investment, but there are barriers to technical and business innovation, including shortages of intellectual workforce and trained workers, government-imposed regulations, stiff standards, and international trade constraints. We will discuss how these barriers impede innovation, as well as the federal S&T policy and how it can encourage progress in nanotechnology and other emerging technologies.

"A Model for Efficiency Analysis of Customer Satisfaction"
Current research in customer satisfaction has primarily focused on its antecedents and consequences at the individual and firm level. Such research does not help managers measure the efficiency of their customer satisfaction efforts but only its effectiveness. We use Data Envelopment Analysis (DEA) to examine the issue of efficiency. DEA is a linear programming based methodology used to measure relative efficiency of Decision Making Units (DMUs) in a given industry. We use a 3-Stage DEA model, which is an extension of the basic DEA approach, as it is consistent with customer satisfaction literature. We apply this model to 22 firms in the automobile industry. Preliminary results indicate that less than 20% of the firms in the automobile industry are efficient in creating customer satisfaction.

41. Stress Management

The Division of Wellness and Chronic Illness in the Department of Family Medicine will be presenting a series of three workshops on stress management.
These workshops focus on meditation as a core experience for stress management. The group is introduced to several forms of meditation including breathing techniques, the stress relaxation response, mindfulness meditation, walking meditations, heart-centered meditations and others.
Other aspects of stress management discussed are sound nutrition, movement, sleep practices, time management and prioritization, awareness of thought patterns and related emotions.
Workshop dates are Wednesdays, April 2, 7, and 16 between 5:30 and 6:45 pm at 33 Research Way, East Setauket, NY.

61. MRI Study of Flow in the Brain and Spine

Volunteers are needed to participate in an MRI study to investigate new methods for imaging flow patterns of blood and cerebrospinal fluid in the brain and spine. The goal of the study is understanding flow patterns in healthy individuals in order to compare these results with the abnormal flow patterns seen in individuals with diseases such as hydrocephalus and spinal cysts. For the current phase of studies, we are seeking healthy individuals with no previous history of head or spinal trauma, arachnoid or spinal cysts, hydrocephalus, brain tumors or any contraindication for an MRI exam.
The study will involve 1 hour of your time and be completely non-invasive. No injections will be given. There will be no monetary compensation for this study.
