3. Procurement Guidelines to be followed for Independent Contractors
According to the New York State Office of General Services Procurement Council, the following guidelines must be adhered to when procuring goods and services using state dollars. All purchases between 0 - $20,000.00 require a statement of reasonableness of price. This includes payment for services to Independent Contractors. Departments must be able to provide justification of their choice of an Independent Contractor. For payments to Independent Contractors over $2500, departments should submit a purchase requisition, statement of reasonableness of price along with an Independent Contractor Form as back up so that citizenship and taxation can be ascertained. It is imperative that you requisition the service through the Procurement Office before you make a commitment to the contractor.
